Meet the Team
Regina Randall – Lead Organizer & President of the Board of Directors
Regina is from Holy Cross, Alaska, an Athabaskan village located on the Yukon river, where she is an enrolled Tribal citizen. Gina works as an Indigenous rights advocate and political organizer in Alaska. She is the Founder and Chair of the Alaska Entheogenic Awareness Council and directs Arctic Visions, Alaska’s annual psychedelic conference. She also serves on the Advisory Board of the Chacruna Institute for Psychedelic Plant Medicines
In the spring of 2007, Regina traveled to Peru where she was introduced to the world of shamanic healing. Inspired by her experience, she moved to Peru in 2009 where she spent three years training with indigenous curanderos in the Amazon rainforest. Regina has a deep reverence and respect for the Shipibo-Conibo tribe and resonates strongly with their healing practices. She has organized and facilitated many healing retreats in Peru and is passionate about sharing the wonders of entheogenic plant medicine with the world.

David Karabelnikoff – Alaska Policy Advisor
David works to bridge Indigenous knowledge systems with modern approaches to address today’s challenges. He is particularly focused on how natural medicine and traditional healing practices can support Alaska in addressing its challenging mental health issues and treating intergenerational historic trauma. Through community engagement and thoughtful policy development, David strives to foster inclusive, practical solutions that honor traditional wisdom while embracing innovation.

Noria Clark – Veteran Coordinator
Noria is a dedicated advocate for Veteran mental health, drawing from her extensive experience working alongside Veterans throughout her aviation career as an aircraft mechanic and helicopter pilot. Her transformative healing journey with plant medicine revealed its profound potential in addressing conditions like PTSD, inspiring her to champion access to these therapies for those in need.
With over a decade of political experience in Alaska, Noria has collaborated closely with House and Senate Representatives to drive initiatives that promote equity and opportunity for Alaskans. Her work reflects a steadfast commitment to building a brighter, more inclusive future for her community.

Josiah Nash – Political Coordinator
Josiah is Alaska born and raised, where his personal journey with psychedelic medicines has been deeply transformative, helping him navigate neurodivergence, chronic pain, and PTSD. With experience working in the state legislature and on two bipartisan statewide campaigns, including a ballot initiative, Josiah has developed a strong background in policy and advocacy. He has also worked in social work, supporting Alaska’s homeless population, where he witnessed firsthand the devastating effects of the state’s mental health crisis—consistently ranked among the worst in the nation. These experiences have fueled his dedication to advancing innovative, compassionate solutions that promote healing and well-being for all Alaskans.

Carissa Silva – Secretary of the Board of Directors
Carissa is driven by her passion for improving healthcare access in Alaska. Her professional background includes work in strategic planning, business development, mergers and acquisitions, clinical leadership, and cultivating relationships with healthcare providers in pursuit of community solutions that ensure Alaskans can receive high-quality care close to home.
"Given the immense behavioral health challenges we are facing today and knowing there are promising alternatives to current treatments available, it is irresponsible to overlook natural medicines as a tool for healing the whole person. I owe my own mental health recovery to the safe administration of natural medicines, and it is my deep desire that these options become available—safely and equitably—to fellow Alaskans." – Carissa Silva
Jerrad Anderson – Member of the Board of Directors
Jerrad was born in Juneau, Alaska and raised in Soldotna, Alaska. He is a Bristol Bay Native Corporation shareholder. Jerrad joined the US Navy right out of high school and was fortunate to travel the world. Upon his honorable discharge, he was able to obtain a Masters degree in Human Resources and Industrial Relations, where he put his new skills to work in the non-profit sector and helping others. His driving motivation is one of helping others and creating great spaces where people are welcome to be themselves. He is a serial entrepreneur whose stress is considered by IAEA to be a renewable resource. He is married, with 2 children, and the world's bestest buddy.

The more I learned about the positive effects of these substances, the more I realized how much they can help. Fortunately, we don't have to have a phd to study and understand them. There are several documentaries and news stories available for people that would like to learn more. If only we are open-minded enough to overcome outdated ideas and the programming that these are bad. And according to the stoned ape theory, they may be responsible for the human condition entirely!" – Jerrad Anderson
Kevin Matthews – Policy Advisor & Consultant
Kevin is a psychedelic public affairs and policy reform professional who has worked at the local and state level since early 2018. He began his career with Decriminalize Denver where he led the campaign that made Denver, CO the first city in the United States to decriminalize psilocybin mushrooms. Most recently he was the co-Chief Proponent, Coalition Director, and spokesperson for the historic Natural Medicine Health Act which decriminalized natural psychedelic medicines across the state of Colorado and directed the state to create the country's second regulated therapeutic access program for psilocybin. Kevin currently advises local and state-level campaigns and trains individuals across the U.S. on effective policy reform.
